Ball bearing for the steering wheel fork.
If during rotation of the steering wheel, you feel something blocking the steering, then maybe your bearings need to get changed.
Be careful, you should not tighten too much the retain screw for the folding mechanism. Please tighten only up to the point where the steering wheel still rotates without difficulty. If you tighten it too much you are risking destroying the ball bearings.
